I have a slight leak from my hot water heater near the pressure
release valve at the top. There is about a 1 1/2" diameter hole that
the valve goes into, even though the valve fitting is 1/2 the size of
the hole. The leak appears to be coming not from where the valve is
connected, but from an insulation material that fills the rest of the
hole. Two questions: does this indicate that I need to replace the
whole tank or 2) can this leak be sealed? The tank is 99 gal and about
10 years old. Thanks.

No way to tell without up close investigation.
The insulation could be soaked from anywhere on top.
Don't be afraid to peel the sheet metal covering away to look.
A 99 Gal tank? I guess you don't want to replace that
unless necessary...
