I have a kitchen with glossy white paint. it seems very hard but I doubt if its
epoxy.
I need to rough it up a bit. Roughing it with Scotchbright or snadpaper seems
obvious but
a lot of work. I guess I need to try some solvents to see if I can get rid of
the shine.

why? do you want it to be less glossy, or are you repainting? if the latter,
just wash with tsp (the real stuff).

I'll try that. I'm repainting. I will be using latex.
