I have a kitchen with glossy white paint. it seems very hard but I doubt if its
epoxy.
I need to rough it up a bit. Roughing it with Scotchbright or snadpaper seems
obvious but
a lot of work. I guess I need to try some solvents to see if I can get rid of
the shine.

why? do you want it to be less glossy, or are you repainting? if the latter,
just wash with tsp (the real stuff).

I'll try that. I'm repainting. I will be using latex.

Wash with TSP, as charlie said -- then use a premium-quality primer first,
before applying the topcoat.

If you have oil, use oil after you sand and wash it, using latex over
gloss oil is dumb. Alcohol will melt latex for a test to see if it is
latex. Solvents are not the way to go plus they are very bad for you.
Go to a real paint store a bonding primer would be best. If it is
latex a good wash and sand and quality paint will do.
