Tankless Water Heaters at high altitude

I would really like to install a gas tankless water heater in a second
home at about 8600 feet.  Since the house is not in continuous use, I
would like to be able to easily turn off the water heater.  With
electricity of course, this is no problem.  Can it be done remotely
with a gas tank heater?  OR, is there a high volume gas tankless heater
that will function fairly well at my altitude?  Any data on "derating"
the heater?  Canada derates at 4% per 1000 feet.  Any suggestions?
