Upside down oulets

Hello,

I just purchased a new construction house, and all of the
electrical outlets are upside down.  Is this something new?
Who started this?

When I first started out as an apprentice electrician, the first job they
gave me was installing outlets and switches in new construction homes. But
at least my supervising electrician told me how they should be installed
and checked every one after the power was turned on...

I didn't realize there was a "right side up". Outlets often have the
ground at the top so that if an appliance pulls away from the wall only
the ground is exposed. I have seen outlets mounted both ways in homes and
in commercial installations. Which way is "right side up"?

 They used to mark a 'wall switch controlled' outlet by installing it
ground up (upside down)
