I have water purification system (REVERSE OSMOSIS) in my kitchen left
from the previous owner. I've noticed recently that one of the tubes
is leaking. since I don't use this system I decided to shut it off by
shutting off the valve on one of the system's tubes connected directly
to the water supply line. Howvere I still can see the water leaking.
Where the water comes from?
and one more question. as far as I know reverse osmosis is presure
based system. Considering this is there any special way to shut it
off?

If you have shut off the supply line to the filter, then try to remove
the system from under your sink or wherever. I realize some of them
can be rather large. So if you can't remove it you can try to drain
some of the water from the lines into a pan. There is no pressure
build up inside the unit after the supply line is shut off.

You are forgetting the storage tank. You shut off the water supply, open
the faucet and drain all the water out that you can, that will drain the
tank and leave everything depressurized. Then you can take things apart
although the sumps and membrane housing will be full of water as will
the tubing other than the drain line.

Question is why not use it after sanitizing it properly and replacing
the cartridges and membrane?

Actually there is no such thing as pure water and an RO system is not a
water purification system. It is a combination of mechanical and
membrane type filters that don't remove 100% of any harmful things in
water, or all of the many things that can be found in water.
