I know this is going to sound stupid, but I have a really stuck garden
hose that is attached at the fawcet that I cannot get off even with
pliers. Any good suggestions on things to try?

First try some penetrating oil and see if that helps loosen things.
If all else fails, use a Dremel tool and a cutting wheel to *carefully* cut
the hose fixture enough to split it and pry it off. If you get this
attempt wrong, you will be replacing the hose bibb.

Soak it in penetrating oil (ie, liquid wrench) for a day, and then use
<curve jaw> vise-grips, not ordinary slipjoints or pump pliers. If you don't
have a pair, invest the 10 bucks, they will last forever and are very useful
around the house. Put the vise-grips on the fitting loose, and tighten the
knob till they are firm, then <release> the spring latch, tighten another
half turn, and snap them shut again. That should be tight enough to bite w/o
making things worse, or cracking the nipple on the hose bib. And while you
do want to turn left to loosen, sometimes a slight nudge to the right can
free up galled metal.

However, he could just tear the sillcock loose from the wall, then if
he hadn't used the shutoff (assuming he has one) he'd be hurtin'.
I think he needs 2 full sized Vise-Grips if he has enough room to grip
with them (one on sill cock, other on hose fitting, one to brace and
one to turn.
Heat is also good. I doubt he has a Dremel (I don't either), but a
little hand work with a hacksaw blade, careful approach with a chisel
or even het the Sawzall..... The hose fittings often are not very
strong/thick anyway, often just sheet metal.
