Currently The Best Prepaid Cellphone Plan?

Actually two questions:

I know this has been covered before but plans do seem to change.  It looks
like I'm going to need another phone and plan for the occasional short call
including emergencies and the security of knowing I have one accessible.  
Cost per call is less important than minimum recharge $ amount, - and even
more important is the ability to roll over minutes indefinitely while
having to recharge as infrequently as possible.  Currently I'm using Pharos
($10/3mos, 40cents/min with a 1X/mo usage requirement). Any
recommendations??

The 2nd Question, although I know it's outside the purview of this group,
is whether anyone has had a similar experience or can suggest an obvious
fix for my current phone.  Unfortunately it looks like my 8600 series Nokia
is toast and about 260 accummulated minutes are about to be lost within a
day if I'm unable to make my monthly outgoing call. When attempting call
outs, I hear a short series of soft beeps and then dead air. Nor does the
Nokia ring on incoming calls although I can hear the ringing and pass
through to voicemail on the phone from which I'm calling. It powers up fine
and all settings seem to be on default.  Other Nokia functions seem to work  
and it is fully charged with ample signal strength.  I've concluded that
the operative part of the phone has died.  IF I am wrong and if anyone can
suggest a possible obvious fix, it certainly would be the most frugal
alternative.

phone start at about $30 online with $10 airtime included. Check their
website.

I appreciate everyone's input. Spent an hour on the phone with a CallPlus
Rep trying to reprogram my Nokia to no avail. It's frustrating cause
everything else seems to work fine.  She suggested I pick up another tdma
Nokia off Ebay to drain my 260-odd minutes before they stop supporting tdma
in about a year.  I found a Nokia 3360 (supposedly) in near-new shape for
about 12.50 including shipping so that's what I'll do, especially since
I've got 2-more unused prepaid PINs for the next 6-months.  In the meantime
the suggestions of both the PagePlus and Virgin prepaids sound fine
although PagePlus probably will better suit my infrequent needs.. so I'll
start looking for a good ebay deal on a cdma flipphone, probably new.
