In making my budget I'm wondering if my food allowance is out of line.
How much do you think it should cost to feed a family of 3+1/2 (my
oldest doesn't like the kind of food we serve and so eats out a lot
using her own money.) Assume vegetarian and little to no frozen foods
(we like fresh.)

There's way too many variables to give a general answer.  Proximity to
food sources, what country you're in, true vegan or ovo/lactarian
vegetarian.  BTW...frozen vegetables have more vitamins than fresh and
keep longer thus cutting down on waste.  But let's pretend you're in a
state that produces the food you like and you live close enough to a
few food sources to shop the loss leaders or buy in bulk.  I think you
could feed the family on $200-$300 (or less).

Per DAY?  Per YEAR?  Per microsecond?   :)  -Dave

The question from the OP was "per month".

I don't find anything "frugal" about tossing out 1/4 of the weight of the
chicken in bones and skin.  I get boneless breasts when they are on sale,
and none of it goes to waste.  I do buy a whole chicken at times for
roasting, or even a cut up fryer when on sale for oven fried chicken etc.  1
whole bone in chicken will yield  about 1 cup of cooked diced chicken per
pound.  1 pound of boneless/skinless will yield about 3 cups.  Less work,
less waste, less fat, less energy to cook, and just plain easier.

Frozen turkeys are nasty, with all that salt solution etc. pumped into them.
We buy a fresh one at Thanksgiving, then have no desire for any more until
the next November rolls around.  Our grocery store does sell fresh turkey
breasts, but I've never priced them. We're just not that fond of turkey.  Of
course, we're down to just the 2 of us now, so I don't pinch the grocery
pennies as much as I did when I was feeding 4 kids and 2 adults.
