I was just looking at my monthly insurance bill and every month that I
make a payment I am charged a $2.00 installment fee. Which from what I
can tell would be eliminated if I paid the whole policy upfront. Okay so
total savings is only $24.00 a year but still thats $24.00 so how many
others pay this fee and how many pay for the whole policy upfront?

I never pay monthly, even if it wouldnt cost any extra.

Given the costs of processing, installment fees are one of the few
fees that seem legit, even at first glance. With our auto insurance,
the fee is dropped when you pay six months at a time. I do that.

Same here.
I learned that I can save about the cost of one month's service if I
pay my satellite TV bill annually instead of monthy, so I do that too.

Why does it matter what others do? I pay my auto insurance premium in
full when I renew it every six months. What I do is pay it with a credit
card that has a rebate, then I pay the credit card bill when its due.
