Is "Opt Out" a scam?

It has been quite a while (atleast 6 months+) since I called a toll free
number (888-567-8688) to "Opt Out" of receiving credit card offers.  I
still keep getting credit card offers.  Is this "Opt Out" number a scam?

Did anyone here have success with halting on the credit card offer letters?

Your mileage will vary depending on how diligent you've been about keeping
yourself off mailing lists overall. Not every credit spammer builds their
mailing list off credit prescreening. Any bank that you already have a cc
with with may well spam you without prescreening (they already review your
credit regularly for the purpose of finding some reason to hike the APR on
your existing credit lines.) For those stragglers, you may to opt out of
them individually or issue PS1500's as necessary.

 I still get several calls a week despite being in the Do Not Call
registry.
Some claim to be asscoaited with a charity or political campaign.
Many of the rest claim to be from some I bought something from
in the past, though I dont know the connection.
The registry cut 80% of calls, but not all.
