Even you should have noticed that cellphones are quite different service wise.

service in that area should be subject to a product recall.

Under FCC regs, as long as the cell phone can hit a technologically
compatable (as in same frequencies and format) base station, even if
is used by a different service that your phone doesn't have an account
with, the phone and the cell system are supposed to allow "911" calls
to get through.

You won't be able to call your son in law, but you should be able
to reach the 911 center.
