What I like about Irfanview is not the "editing" capability but the sheer
speed in viewing pictures. Is any freeware photo "viewer" as fast as
Irfanview? I think not.
So, it's no wonder Consumer Reports didn't rate it well then nor now as
it's not really a freeware photo editor such as Gimp.
By the way, speaking of Gimp, how come Consumer Reports didn't even test
Gimp as a freeware photo editor. I'll bet it beats photoshop in
functionality and price!

Well there is Faststone image browser. I'm not too familier with
Ifranview, I prefer Xnveiw myself. Faststone has a browser theat is
simular to Xnview/Ifranview. But Faststone has some nice added
features. I tend to use Xnview for file conversions and Faststone
for browsing, e-mailing, slide shows, etc.

They were only looking at "low-end" photo editors (e.g., PS Elements).

Elements has one tool that makes it worthwhile -- the thingy that enables
you to remove big dust spots and hair and blemishes from uniform-color
things like sky. I liked it so much I went back and edited several hundred
scanned slides that I could never get clean enough.
Picasa is also good -- the red-eye thing is sufficient justification for its
existence, even if the interface is kind of sucky; what idiot thought to
use a gas pedal instead of a slider for a scrollbar?
