I don't think it was so much "Liberal ideology" that allowed Bin Laden
and his henchmen to remain alive as much as it were simply not minding
the store. When they received little to no reprisals for attacks on
U.S. interests abroad they were emboldened to try for bigger & badder
bangs for the buck cumulating in 9/11 (and some other larger attacks
on US allies).
Basically you had a bunch of fanatics who figured if they could whoop
up on the Soviets and make them tuck tail & run they just might get
away with it with the rest of the world. For a lot of these people
fighting was all they new because of the length of the Afghan War.

Its more that it took some time for them to 'invent' the idea of hijacking
multiple airliners simultaneously and using them to crash them into a
number of spectacular targets, because they knew damned well that
they wouldnt get another chance to do that after the first time.

9/11 was nothing like that. There was never any possibility that any of
that sort of thing would ever get the target countrys to stop doing anything.
Afghanistan wasnt the first time that increasing levels of violence did
eventually
get the occupying power to decide that occupation wasnt worth the downsides.

None of those involved in 9/11 had anything to do with what you call the Afghan
War.
