Yes the "Inpulse" brand prepaid phones (available
at Walmart) can be purchased and activated with
Page Plus Cellular.   Inpulse phones use the Verizon
network exclusively.

 Procedure:
Purchase the Inpulse brand and model phone you want
from Walmart.  Take it home, call Page Plus Cellular
before you open the package, and ask them if the ESN
(shown on the outside of the box) can be activated with
them.

 If they say yes, then go to eBay and purchase the Page
Plus activation kits for $10 (including 100 minutes airtime).

 Then activate the phone with Page Plus, and start enjoying
a cellphone with the excellent Verizon coverage for
$3 / month (minimum).

 The hard part is finding the activation kits for less than
$25 on eBay.  Others have said they are readily available
on eBay.  Just  go to eBay and search for "Page Plus activation"
or "Page Plus".    You can get the activation kit, including
100 minutes airtime off eBay for $10.
