best pre-paid cell phone

Hello,
Got a family member who commutes to atlanta each day and
would need to use his cell phone to make no more than 3 calls
a day, each of 1 min duration.

Currently, I'm paying for his TracFone. The problem is that you need
to keep buying airtime cards every 3mos and occasionally he experiences
a dead zone and we can't communicate with him.

What would be the best plan for him? Assuming no more than 60 mins
of cell phone use per month.

I know virgin mobile has lower per month rates, but is the service
pretty reasonable?

ive had em for years and been happy with em, but i dont have high
expectations. theyre good enough for me.

if i had to pick a "regular" service, id use verizon. all the verizon
users i know seem to get a strong signal just about anywhere
